Outside temp when engine is off

Outside temp when engine is off
I know that the manual says that the outside temp gauge is only accurate when going over 18 mph, but if your engine is cold, shoudn't the reading be accurate if you turn the ignition switch to I or II without starting the engine? The reason that I ask, is when I just turn on accessories, the temp reading is way high and begins to gradually come down? Should be accurate from the get go?

1. When your engine is cood, reading is accurate.
2. When your engine is hot/warm and it is off, the temp reading is affected - sensor is inside the bumper and engine bay heat goes thee and f...ks up the reading.

It seems like it should be acurate from the beginning when cold, unless the way it is made has something to do with it...i.e. as soon as it turns on, it starts out high and works its way to the correct temp. because it is set as a default to start at a certain temp.
