I'm not sure if it is a federal law or a state law, but here in MA places that sell motor oil are *required* to accept used oil free of charge for recycling. I change my own oil, and I have an oil pan that holds captive approx 16 quarts of oil. So after 4 changes I put the cap on, bring it down to my local AutoZone and have them dump it out--no charge.
I'd call a local auto parts store in your area and see if they accept used oil for recycling. I'm sure you'll find some place to take it.

I live in one of the few towns that actually collects used oil in recycling bins. I just use a oil pan and pour the spent stuff into used plastic juice bottles, they pick it up with the recycling.
