New wheels

So I'm looking for rims for my 2003 Acura tl and wondering what's the best wheel size to go with.

Considering you are not lowered:

17" x 7.5-8 Stock sized = best of both worlds.
18" x 7.5-8.5 Sized = tires get a little bit more expensive, Some fitment needed (Offset Needed), Some Fender Roll Helps.
19" x 8-9 Sized = tires get even more expensive, Exact fitment needed (Offset Exact), Fender Pull, Fender Roll, Etc,etc.
20" GTFOH!

If you are lowered things get even more complicated.

What about width? And would 19" work with lowering springs?

^ I edited my post, I added widths.
19" With some crazy fitting and fender pulls/rolls they do: But expect camber kits, A-Arms and so on = $$$

Also 19" start to look hideous on the TL.. You need the right wheel model to pull it off.

Well then. Forget the last post. You read my mind I was going to lower it but not sure if I should and just get 19x8's instead

18" works best when lowered.. Granted they aren't that wide.

8 would be the sensitive decision.
8.5 would be the maximum I've seen, but that guy really fight it to pull it off.
9? I know it isn't unheard off but I personally haven't seen them.

I find that 18x8.5 +35 on 225/40/18 tires make a great set up for a daily. You would still need to roll the fenders and cut the bumper tabs if lowered. If you do 19x8.5 +35 on 225/35/19 tires, you need to watch out for potholes at highway speeds, your rims with bend (personal experience). I would stick with 18" if you plan to actually drive the car.

19x8.5 +35, 225/35/19. 18x8" +35 will make your life a lot easier. 8.5" will definitely require modification but will be more flush with the fenders.
