Since your spending 1000-1500 at one period:
First period:
Inspire lights (500) Comptech Exaust(600) And AEM intake (240 i think?)
When you get tired of that, move on to Second period:
Apex'i N1's (about 1000 installed?)
Then if you have the urge to KILL a IScorolla, move to the third period:
Comptech Headers (about 1500 installed)
Then fourth is wheels of course, i agree with NATE, Lowenhart BS5s!! (but they are very heavy, what size wheels you getting?)
Last is body kit, just to have the finished look of a badass fast, dropped, rimed up sedan

If I could put in a word, I would put in a Quaife LSD if it were available for the 3.2TL....it is available for the previous generation Accord/Civic in addition to cars like the BMW 3/5 series(including the M5), various Audi models etc..

And in my opinion, the Quaife is the best possible performance mod you can do to your TL, but would set you back by about 1500 dollars....it is an LSD of the Torsen (Torque Sensing) variety....once installed, you will not have to do any further maintenance to the Quaife differential throughout the life of the vehicle...

Check out www.quaifeamerica.com for further info...

You said you had spending limits per month so for 1, 2, and 6 you'll just be saving money towards the next mod.

I'd go with rims first, cuz rims make the car. Then body kit, then drop. Everyting else can be in any order you want.

Here is how I would do it:
1) AEM Intake
2) CompTech Header
3) Springs & Shocks
4) CompTech Exhaust

The intake is cheap and easy to install, gives nice power gains and sounds awesome under full throttle. CompTech Header is a nice addition to your performance mods and is also another one of those great "stealth" mods that no one can see. Springs and shocks will greatly improve your handling under braking, accelerating, and cornering. CompTech Exhaust will finish it up with some nice sound in the low rpms but not too loud and will give your car some "balls" so to speak.

- Red AEM Short RAM Intake (8-10hp & 5-6 ft/lbs gain on a DynoJet)
- Red AEM Tru Power Pulleys (10hp @ 5,600rpms & 11ft/lbs @ 4,600rpms gain on a DynoJet)
- 15.45 @ 88.8mph (Track) [with AEM intake/pulleys] 0-60mph 7.2 sec (G-Tech) [with intake/pulleys]
