Dealt with this issue some time last year!
The iacv needs to be adjusted.
Get the tool measure the iacv count. turn the screw on the trottle body.
I will look for the post and repost to this thread.
My car was fine before I did the 6spd swap , was sure there was no issue with the iacv. My mech tought it is because of the absence of the auto trans for which it was calibrated for and needs to be recalibrated for the mt.
He did it and my car works fine.

now you need a dry sump oil system and fuel cell with foam filling--that will fix you up phee!!

I suppose you clean the EGR port and the rest of stuff !
Tighten that screw all the way, count the number of turns it took to get there.
Start the car.
Car does not start/ idle properly? Loosen the screw HALF a turn.
Car does not start? loosen the screw Half a turn
DO NOT EXCEED three and a half turns.

No idle issues here
If you all are using the module i may be inclined to say its something in that. I would also when cold start spray some carb cleaner around the IM and stuff to look for a vacuum leak while the car is showing the strange idle symptoms.

It's back
Changed the plugs because I was noticing random hesitation (like the car was turning off and back on real quick.) I can't replicate the problem on command but the idle will bounce and bounce for a while until it regulates.
If I drive normally and come to a stop it will bounce again.
If I drive WOT the problem goes away at the next light or stop.
The hesitation only happened at part throttle.
Other notes.
Hesitation is gone now but the idle bouncing happens intermittently
5 plugs were tan and one was darker than the rest.
Could my fuel pump be failing? Or possibly a bad coil pack/injector?

darker coil is a clue to incomplete burning
run a compression test
adjusted valves recently
are you still on the spray?
you're a 99,,what about the ol standard `ignition switch failure`- replaced that recently?

fuel pump normally shows under hard load,,uphill in higher gear, full throttle etc
before the noobs chime in- phee is running a 6speed and different motor, so many things are different or missing
swap the coils and see if the plug follows

I never ran the spray. I was building a kit that I sold when I got the new car itch. I'm trying to get this car running flawless (new clutch, mounts, FW, plugs, seals, valve adj. Etc) before I pick up my GTI.
Still no codes and the new plugs all look the same. All properly gapped.
I found that my idle adjustment screw was loose. I think I forgot to tighten it after I put the new IACV in.
It did it one more time but not again after I reset the ECU.
Compression test was good on all cylinders. Leakdown was perfect and I pressure tested the coolant system. All a-ok. I'm stumped
