It very likely is the infamous steering wheel clockspring grounding problem. Turn the steering wheel 1/4 turn to either side and see if he horn will work then.
The problem is described in Acura Service Bulletin 03-015. The mod knows where to find & post this SB

the fuses are all marked - look at the cover for label
here is the owner book so you can check for further info on location
https://techinfo.honda.com/rjanisis/...01_OMANUAL.asp click your year then model
Check for 12 volt power at the horn connector, one is in front of the radiator and another hidden behind the bumper cover
ask the service manager at the dealer about the tech bulletin

Same Horn Issue
when I first got my 2002 Acura TL the horn worked fine but then it did stop working one day, I tried what you said about turning the steering wheel but I had to turn mine completely to the driver side hard in order for the horn to work, how can you reset the clockspring for the horn to work properly

According to the TSB 03-015, I'm supposed to disconnect the driver's airbag 4p connector. However this seems very stubborn and mine does not seem to have any thing to release the tension. Has anyone had a problem like this? Also, if this is hard to disconnect, is it ok to proceed without disconnecting this? I already pulled the negative connection on my battery so I don't expect the airbag to explode but I am not quite sure.

Having figured that out, you can now use that same process to unhook the airbag of any Honda! At least, any from the late 90's up through 2010 or so. I haven't had a chance to pick around in cars later than that.
