High beams not working

Hey all,

I just picked up my TL (canadian domestic) and was driving through some back roads and tried to turn on my high beams and they didn't work.
I've done some digging and its my understanding that the DRLs are also high beams; but, run at a less than 100% power output.

at night my high beam dash lamp is dimly lit and then when I turn my lights to the parking lights (first step on the control stalk) the high beam dash lamp is still dimly lit. When I turn my lights on to the headlights (second step on the control stalk) then my HIDs come on. Now, when I try to flash my high beams, nothing happens. I don't hear a relay "click" or anything.

If my lights are of or in the parking light position and I flash my high beams, the HIDs turn on.

I've racked my brain and even asked a service tech at my local dealership and can't come up with any sort of solution or problem start-point.

Any help is much appreciated.

I'm not too sure where they are. Are they in the small box beside the main relay and fuse panel underneath the hood?
