Help with Emergency or Parking Brake

I have 1999 acura TL.
I replaced the front and rear rotor + pads about 3 months ago.
Everything works fine except the Parking/Emergency brake does now work properly.

Can anyone instruct me how to fix this?
I do not own any repair manual, so any diagrams would be very helpful.

I see drum like thing with some springs behind the rear rotor when installing it.
I assume that is mechanics of parking/emergency brake.
Please correct me if I am wrong
Do I need to take out the rear rotor/pads again and adjust something?

I need to get this done ASAP to pass inspection.

Unless you damaged something pulling the rotor off the rear there should be no reason they dont work unless they didnt work properly before.

I would take the rear rotors off again and double check that every thing is attached and nothing looks broken. Then when off look towards teh bottom of the assembly. You will see what looks like a cowboy boot spur. when the rotor is back on there isn an inspection plug you can pull off and insert a screw driver to adjust the spur one way or the other to adjust tension. Also make sure that the cable is pulling on the parking brake assembly
