Headlight problem

I recently had my headlights cleared by mr , and i put the on about 6 weeks ago. 2 weeks ago one lowbeam went out, the first thing i checked was the fuse, which was blown, after replacing it the light still didnt work. After that I purchased a new factory bulb and installed it, still nothing. Do I need a new ballast, or is it something else, and was it because I had the lights cleared even though I have no condensation in them and I took excellent care in installing them? Please help!!!

Igniter and ballast are one unit, I believe. Never throw parts at these things - it's easy to determine what the problem is.
