Gunk...

There's some sort of hardened sap that's been splashed like crazy all around inside one of my wheel wells, and up onto one of the rear quarter panels.

How can I get it off my paint without damaging it?

get some bug and sap remover. i have some from turtle wax and it works good. is safe on clear coats.
