if so mine has done the same thing, and i have tried a new one, to no avail (along with the others being new also) for some reason the tl seems to have a weight biased towards that side which stretches that mount

Yeah, the rubber mounts....So new ones will not bring them up any higher to the bumper?

You can look for heavy duty rubber hangers or what a few have done is buy a hose clamp (see below) and put it behind the clamp. Basically the clamp will be holding the exhaust up.
tip, unscrew the clamp until it comes apart then wrap it around the two metal arms that hold the rubber hanger on. That way you don't have to take the rubber hanger off (it's a pain to get off).
Oh and if you took two seconds to search you'd find a whole bunch of threads about this very same problems.

You can use hose clamps or even zipties, or use additional universal rubber hanger rings at auto parts store. if using clamps or zipties, make sure you don't tie them too hard. you need to give them room for movement; but since you have to give them room, the clamps or zipties may fall off; so keep that in mind.
Believe it or not, fixing the bouncing mufflers will give you back 1 or 2 lost hps.

All I can tell you is to experiment it yourself. the movement of the mufflers causing your car's movement to lose its momentum. The same goes with your struts or half inflated tires. If your had leaks, bad struts, you will lose power. A partial power is lost before it actually apply to surface contact.
Another simple experiment is this, have a backpack strapped nicely tight to your back and do your running. Now, do the same running with a loose, hanging backback on your back. Tell me if you feel the same for a 1 or 2 miles running.

I already tried zip ties, they didn't seem to work...I just got 4 clamps from Home Depot as pictured above, but work in an hour...Hopefully I will get them done tonight after work, if not I will do it on Sunday and post my results...

I am sure you know, but just to make sure you put the hose clamps around the existing hangers. If you choose to use hose clamps, make sure your engines mounts are all good. engine excessive movement will cause your exhaust lines to leak, or the flex pipe will deteriorate quicker since the flexing has to release somewhere as the mufflers are now tight. Too loose you will have problem, too tight you'll also have problem.

first of maybe if you had an exhaust leak, that you would lose power, cause by the movement, but not the movement itself (even then the exhaust mainly moves side to side, not front to back)
then bad struts, maybe if you can't put down the power smoothly, you might say you lose some power (or the car's weight shifting around more) but even then once the suspension is compressed, you will "have" that power back, it's would more so effect how fast you feel the power gets put down
then low tires, simple an underinflated tire takes more resistance to roll, so that is sucking up the power
