Some sort of Emmissions Control Error - P1491

Anyone had this code come up? and what have you done about it??

my "check engine" light just came up on me, and this is the code that was pulled
i think i'm gonna sell my car after this, so don't wanna put a ton of Cash into it - anything I can do myself to alleviate this problem correctly??

do you know if the EGR valve is easly replaced by us??
does it take a mechanical whiz to do this - i'm trying to save loot wherever i can, obviously

Looks like the EGR valve will run you about $200
