Can you figure out what these 10 cities have in common? Most are near or within easy reach of borders and ports, a high attraction to car thieves, according to the National Insurance Crime Bureau which compiles the annual report based on FBI statistics. "International demand is a major part of auto theft," Michael Erwin, a spokesman for the nonprofit group, told The Associated Press. "It's no longer the 16-year-old out joy-riding; it's the organized crime ring that's going to get the vehicle out of the country as quickly as possible." According to FBI statistics, auto theft rates increased 1.2% from 1999 to 2000, the first increase in eight years. And it looks like the rate is continuing to go up in the first half of 2002. How big a problem is it? A vehicle is stolen every 27 seconds in the United States. And theft costs totaled nearly $7.8 billion in 2000.
