no, im almost positive its not chrome. the only way to get a chrome shift gate for your TL is if you have a '99. I did it on mine and it looks SWEET 
unless you chrome your shiftgate yourself, your out of luck, and im not aware of anyone that produces one aftermarket.

chrome shifting plate mod is only for 99 TL. 99TL use different material than other year TLs. You basically removing outer finish using paint remover to get chrome finish. And of course, it will not fit on 00~03 TL because 99 TL has 4 speed tranny.
