Hi I own 03 TL,
recently I found an inch long chip on my hood with "red" rust spot.

wasn't there supposed to be a coating under the paint to protect my car from rusting in case of rock chipping?
I think I still have acura's 5yr warranty and was wondering whether this is covered by Acura.

I searched this forum regarding this issue and saw ppl fixed this issue by scrapping out the rust with the sandpaper and applying paint on the chipped surface.
I'm not a skilled machanic and I'm too scared to bring such "rough" material(sandpaper) close to my TL.

highly unlikely. That would fall under normal wear and tear. If something chips the paint deep enough scratching the surface of the metal it will rust.

Take your car to a body shop and have them look at it. It shouldn't cost too much to have them repair the chip.
