The term "butterfly" was last used on carburated (sp?) cars. The TL is fuel injected and does not have a carburetor.
Are you referring to the VTEC actuator? The VTEC actuator kicks in around 4500 rpm for '00'-'01 TLs, and TL-P (4800 for TL-S).
If so, do a search, I believe there have been a few thrads on this.

The butterfly is inside the intake manifold. It's purpose is to shorten intake runner length above 3800rpm. This increases available top end power.
Shorter intake runners provide more top end power, at the expense of low end torque, which is why it's done this way. With our intake, we get both, which works well to provide torque for 5th gear, as well as rocket shots to 7000rpm.
Incidentally, it's the opposite for exhaust- Longer header downpipes (prior to joining) provide more top end power, at the expense of low end torque.

replacing the intake with a higher flowing one will increase the ammount air, therefore increasing the air fuel mixture creating some hp and tq gains. It wont effect the intakes operation negatively.
