Buying a TL-S for $31,000 upgrade. 
But seriously, it depends on what type of mod you mean.. performance or looks?
If you want performance, it would probably be springs. I guess this can also add to looks as well. This is the most bang for the buck so to speak...
Next, I would say wheels and tires. Both for looks and performance.
