That's the chrome shift plate, only 99TL have the chrome underneath the paint.

1. remove knob (turn counter-clockwise)
2. pry and remove the trim around the shift plate
3. remove shift plate

yeah you '99 owners are right. painted shift plate doesn't look as good. mine looks like foil wrapped
