Acura TLS 03, aftermarket hid (autovizion 35w) bulb or ballast?

So I just bought this car a few months ago. Has aftermarket hid's 35w and I thought my driver side low beam bulb was out. For about a week the light wouldn't turn on. Yet I try it today, and it starts working again. I have had previous issues whereby I noticed that light wasn't turning on but it would upon a 2nd attempt. For the last week it wouldn't turn on entirely. I order new bulbs and ballast (cheap as shit on ebay) preparing for any scenario, it just starts working again.

Is this likely a ballast issue?

yeah very symptomatic of a ballast issue.

You get what you pay for with HID's though "cheap as shit ebay" ballasts won't last you very long again. Check out www.theretrotfitsource.com and get some quality products. code: acurazine gives you a small discount too.

used OE parts are worth what you paid for them = JUNK with same issues you have now

Can you see a makers name on the aftermarket ballast?
many here like the cheap $60 full set with 2 bulbs 2 ballast + igniters from HID Kits | Conversion Kits | Xenon Headlights | HIDeXtra code newfb
get 35 watt standard size `kit` and 5000K color on the bulbs

you will need to buy a 2$ pack of female 14 gauge connectors to install the hidextra kit

when in doubt- rip it all out and start fresh!

I see 1 problem right away assuming pic is shown right side up
the ballast connectors should face UP to prevent water intrusion into ballast
While the connectors of wire to wire are water proofed style, anything that directs water in, like flowing down ballast and into unsealed section of rubber boot....
