actually, local to where i live, there is a town where the phone lines have been listed as "substandard" and cannot actually carry a 56k connection. the town has recently invested in fiber optic upgrades, but will not be done for some time.
cable modems didn't become available until recently in some towns here too. plus the service is a little pricey in my opinion.
so i can see your point, but it's not like you have a choice all the time.
