40 offset, need help rolling fender

Just found out my wheels have 40 offset. As you can see from below I need to lower my car. Was thinking H&R OE but was told I should roll or cut part of the fender. Can someone post information on how to do this. Did a search but no instruction. Also posted on Tires and Wheels forum but didn't get any help. Thanks!

Instead of buying springs to lower your ride and chop up your fenders you should first sell your rims and buy a set that fits correctly. 40 offsets
