Cloudy Chrome on A-Specs

I have an option of picking-up some dirt cheap 18 A-Spec wheels. However, the finish on the wheels is cloudy, and I wondering if it is some kind of chemical oxidation and if it can be removed. To further add to the dilemma, I am not even remotely close to the seller, so the wheels will have to be shipped, and I am buying a cat in the bag to an extent. The wheels have been on an RL in New Mexico, so this is not some kind of salt residue. Has anyone experienced anything similar with their chrome being damaged by a chemical cleaner? What are my options for getting the wheel fixed?

Also, does anyone have any suggestions on the carrier to ship 4 wheels and tires? What would that cost?

Here is a really crappy picture, I will post a better set of pictures once I have them…

You can probably count on shipping running anywhere from 100.00-200.00 US dollars, depending on how much the seller is willing to eat in cost for shipping.

In regards to the rims if the finish is cloudy then they probably need to be powder coated/refinished through those given processes. If you can get a hook up on that factor that into the total cost of the rims and see how you come out. If the shipping, cost of the rims, and refinishing come out more or close to a new set a A-Specs I would just buy a new set at that point. If those given costs don't amount to a new set of A-Specs, then go for it.

What is the original finish on the dark chrome A-Spec wheels? Is it actual chrome or some kind of powder coat/ paint? Do these wheels have a clearcoat?
