NavTraffic is off in Seattle?

I can't comment on this - but my NaviTraffic in Atlanta was f'ed a couple of weeks ago. Incidents and construction showed up but traffic speeds weren't displayed.
My dealer called XM and got stonewalled; I called and had to dial Delphi or Hughes or whomever who basically (after a 20 minute wait) had no information other than "it's been reported."

Traffic data
Remember folks. Traffic is only data being fed to XM for rebroadcast.
So if you are getting incidents and construction icons then you are getting everything XM gets.
XM gets their data from another company called NAVTEQ. NAVTEQ gathers traffic data from road sensors, cameras, police reprts, etc... from major cities.
So as you can see any number of connections or servers or sensors could be having problems that day.
Looks like your RL is working though.

I've had similar problems over the past few weeks here in the Chicago area. I asked XM about it and they stated that their end of things was fine. I was really worried because I was also getting bounced to Chan. 1 after being on any other channel for about 15 secs. They said nothing was wrong on their part with that one, too! Next day, things were fine......

Yeah, i've had this problem in Dallas. Spoke to an Acura Regional rep about it....she sighed for a minute and said "XM is always having problems. They are still ironing the bugs out of the traffic system." If there appears to be a long-term problem (more than three days), i'd call XM and get them to reset your receiver. Remember, park outside with an unobstructed view (tall buildings and the such or a garage) of the southern sky. You need to keep the car in accessory mode for about fifteen minutes and that should solve the reset.
I must admit (when it has been working) that i've enjoyed having NavTraffic here in Dallas. With all of the wrecks on 635 and 75, it has saved me from many hours....
