I would dearly like to be able to leave my phone charging in the car while it is turned off.

Is there a setting that can switch one or both of the DC power outlets to constant on instead of being on only when the car is in the start mode?

Not that I know of. I believe only the domestic's power outlets are still hot after the ignition is off
