Burned Navi Disc problem...
I thought everything burned correctly and everything seemed to work fine at least when I'm in my home town. I went out of town and then it said "Disc problem please contact dealer"
Anyone know what may have happened? I then tried to scan a big city like DC and the same thing happened.

Sounds as if when the DVD was copied that some sections didn't make it.
In other threads the brand of DVD disc is noted and there is also a caution to copy at the slowest speed.
I had no problem with the 4.63 torrent.

Use Verbatim DVD-DL 6X certified media and burn at only 2X or 2.4X max, depending on the lowest speed you can eek out of your brand of burner.
The reason you have to burn slow is because you need all the clusters to end up on the same physical locations on the burned media as where they came from on the original disc, and if you burner at higher speeds the burner will tend to jumble up the locations of the clusters, thus you wont be making an identical 1:1 clone. Note also I have a Pioneer DVR-215 burner which I bought specifically due to the constantly glowing comments about it on serveral DVR forums. Both the burner and the Verbatim discs can be ordered at newegg.com. Not sure who else sells the Verbatim, and the DVD-DL discs sold at BestBuy and other retailers is the Memorex brand, which caused coasters when I used them.
