Who do you Believe?
I recently had the recall work done for the Power Steering feed hose leak.
In the work instruction for the hose (step 27) it says the technician must center punch a completion mark above the fifth character of the engine compartment VIN.
There was no center punch on the VIN plate so I called Acura client services and asked if I should pursue this with the dealer. My point...if it isn't important then why put it in the instructions?
After being put on hold for a few minutes the lady returned and said she had confirmation that the work was done on my vehicle and most dealers do not punch the completion mark on the VIN, so don't worry about it.
If nothing else, maybe this will save someone else from making the call and wasting their time.

The dealer that performed the recall work on my car didn't stamp the VIN either. I asked about it and the service tech replied that they never do it.

Recall process must be tracked by NHTSA requirements.
If Acura maintains a database by VIN, that is acceptable.
However, should / if the recall repair be made by a facility without access to the database, the audit trail is still required. Punching the VIN is the manual alternative to satisfy the tracking requirement.
It is the lowest option to audit the recall.
