Shift plate access point question...please help.

Shift plate access point question...please help.

I was wondering if the little rectangular part that is on the upper left side of the shift plate is supposed to be flat, because mine is raised on the left hand side. Is it normal or is it just not on right?

Actually, mine is raised a little bit on the left side. I tried to push it down, but no luck. I was thinking it might have been opened during some maintenance procedure since it hasn't always been that way.
