Question P0480 Code - Fan 1 Control Circuit

My AC won't cool when idle or at low speeds and I have a reoccurring P0480 code in Torque. Both engine cooling fans are operating when the car is running and the engine temp never goes over 188F... I don't think the relay is bad as the fans don't have a problem turning on, but on my old vehicle, the fans ran for a few minutes after the engine turned off..this one shuts down immediately... any suggestions on what to check?

Do you hear the compressor engaging? The stators are also known for going bad on these cars...

I don't hear anything different other than slight engine load when turning on AC... would a bad compressor allow car to blow cold when in motion but not when stationary? is there a small fan hidden between the ac condenser and coil somewhere? All I see when searching online is the one on passenger side radiator which is always engaged, even when ac is off... (but It's been over 110 for the past few weeks).

I took this vehicle into the repair shop and the P0480 code is not active anymore! I must have cleared it about 30 times over the past month and it kept coming back. The AC is still blowing warm when idle and the shop said it might need a coolant recharge.
