Does the new RL have drive by wire technology?

Yes. It is mentioned on acura.com in the specs/details section.

The RL uses the all-electronic Drive-by-Wire Throttle System™, first developed for Honda Formula 1 racing engines. I find cars with that drive by wire throttle stuff are much easier to keep at a constant speed.

"By wire" control systems that aren't mechanically linked. Since everything but the throttle has direct mechanical links. It is more like throttle by wire.
