So for the last few months I have been annoyed by this buzzing sound that was coming underneath my steering wheel out of the opening where my right knee is (driver side of course ) ... and finally took it out to see what is it:
it looks like some sort of a sensor - not sure for what, but it has small wheel that circulates air when car is started, and sensor piece sits on the top of that little well cylinder looking running thing that is sort of a small fan but is not a fan - not sure how to explain.
Can someone shed some light on what it is, how to get rid of the buzzing sound and if replacing do you know what is the price for it?

I am still not able to find the exact part to check on cost, but did PM that user who posted the clip, and can probably stop by the dealer to check / buy it.
It's called an aspirator fan. All automatic climate control systems have something like it to sample the ambient temperature inside the car so the C.C. can make the appropriate adjustments. Depending on how nasty the interior of the car is, it can get gunked up and the little "fan" (actually a mini squirrel cage like a blower motor)can start whirring & buzzing. Common problem in the old G2 Legends, I assume the KB1 will have similar issues over time. You could take the Legend one apart and clean everything plus lube the fan with Shin-Etsu grease to stop the whirring, the RL one, not so sure about.
My '95 LS didn't have automatic climate control. Was this a GS feature, or whatchu talkin' 'bout?
No, every LS from '91 on had auto climate control that I know of. The only ones that didn't were the Base, L and SE Models. The '95 SE had some LS features but auto climate control wasn't one of them.

For 1991 and 1992 the Legend sedan was available in 'base', 'L', and 'LS' trims; the coupe remained available in L and LS through its entire run. The higher-end LS cars added automatic climate control, a power four-way passenger seat, burled walnut interior trim, and body colored side moldings. Honda made significant upgrades for 1993, making a 230 hp (172 kW) Type II version of the SOHC C32A engine standard on all coupes, along with the option of a 6-speed manual transmission (for coupes only, initially).[4] The LS version of the sedan lost the option for a manual transmission and was only available with an automatic transmission from now on. 1993 also saw the addition of dual airbags as standard equipment in all trims, the deletion of the black molding on the entry level cars, and a new wheel design with fewer spokes on the sedans (16-spoke vs. 20-spoke). To reach the higher output, the Type II engine has bigger intake valves, a higher lift camshaft, and an exhaust with freer flow.[4]

lmfaoo Describe it to me and I can tell ya. I've had 4 G2s, a '91 Frost White L Coupe, a mint '91 Nighthawk Black Pearl LS Coupe, a '92 Rosewood L Sedan that was JDM'd out and an immaculate '95 Cayman White Pearl LS Coupe that bit the dust last year. If I still had that car, I wouldn't have the RL. Best car I ever owned other than a '97 NSX I sold 2 years ago.
If this is true, "For the 1994-96 model years, [...] The base sedan was dropped," then I must have just had an "L". It was a 1995 for sure, but the passenger seat was not powered.
The part number shows it doesn't exist in the catalog, so it must have another number. I dug around in the electrical diagrams and couldn't come up with anything. It is there, I just can't find it.
