Can't secure one clip in its place on driver side cowl at the base of the windshield

Hi all!

I noticed a slit/opening at the base of the windshield where the rubber meets the glass. Today I was able to pry the opening(like in the image) using plastic tool. I saw that while clip is there but I can't press it into the hole so it would lock. The reason is that the clip only goes in half way and the hole is a bit far and doesn't reach the locking groove on the clip. I think I would have to somehow pull up a small "island" style metal sheet that houses the hole towards the clip. I can move to a side the upper glossy cowl, which is no big deal. The problem is that if I lift the opening/gap, I would need a metal hook or my hand to put the metal sheet but wiper arm(driver side) is in the way. There is less than 2 cm of space to work with. Don't know if winter mode wiper arms will give me some room. I am kind of skeptical about removing the wiper arm as I may mess up the alignment, unless it isn't some crazy science.
