Adaptive Cruise does not react to slowly moving Cars

I noticed that Adaptive cruise does not recognize and break for cars that are either stopped at a light or moving slowly.
This is probably a "feature" of the system and not a bug, but thought I would bring it up here for other experiences/thoughts...

Adaptive Cruise Control does Brake the car. You can choose the distance that you want to keep from other cars, and it has a car symbol that identifies when there is a car in front that it recognizes.
What I have noticed is that - using Adaptive Cruise control when it comes up on a car that is moving forward it identifies the car and slows down as needed.
When coming up to cars that are moving slow or not at all, cruise control does not register that there is a car in front.
