Well, this is probably only in Canada. Well, I would say the new calculation is much more closer to reality.

Realistically, it will help dealers clear out the 14's as they "get better economy" over the 15's.

Hmm, I haven't seen those '14 numbers before. The window sticker on my '14 when i bought it said 12.1 / 8.7 / 10.6. The first couple thousand km was higher than that, but thats understandable with new engine + winter temps + winter tires. Ever since, those numbers have been fairly realistic. On my current tank with about 50/50 driving, maybe a touch more hwy, I'm sitting at 9.6
