Putting down the Interstate today, I selected the climate MODE that puts cold air out the bottom and the dash simultaneously. Immediately, the seat cooling worked much, much more effectively than ever before.

It appears that supplying cold air to the floor gives the seat fan cold air to blow up, through the seat.

Makes sense. Works great!
