When in SS mode, say for example when in third at relatively low speed, I give it a little gas and seems like the car downshifts (RPMS jump up) but 3rd will stay lit up saying i am still in that gear, then switching gears after that is normal....Is this what it's supposed to do, is the engine just trying to keep up or what ?

You have discovered the lock-up torque converter unlocking. That's all.
