Replace Struts?

So I had my H&R springs and Tokico Blues installed by a mechanic that I have used for a long time. I wanted to do it myself, but I could not break the bolts loose to get started so I didn't fool with it (and I tried everything). Anyway so after I got my car back a couple days later one of the back struts failed and the top shot up through the back speaker deck. The guy said that he believed the struts were set up for stock height and with it being lower, there was too much pressure on the struts. So, he modified (I guess extra welding) so they wouldn't fail in the future. The problem now, which may have existed since they were first put on, is that there is a noise in the front passenger side that just sounds like something is loose. It's like a rattle when i hit sewer doors/any drops in the level of the road. I have had him recheck multiple times. The first time he said the ball joints were worn out and he replaced them. Still same issue. Should I upgrade to Illuminas? Would that even fix the noise or is it something other than the struts? Any ideas or comments are appreciated. Thanks

ride height should not matter much since the shocks are new, for the front did he fully tighten the strut top down specifically the shaft nut in the middle and as far i rears go did he put all the washers back on and such (like the dust boot) cause it sounds like it just pushed through the strut top or something
also for the rears punching holes in your speaker deck (technically speaking it is actually called a package shelf, but i got what you meant)

well it didnt really punch holes in it. it just popped it up. but the only problem now is the front. so there really shouldnt be an issue with the tokico blues and a lowered car?

nope especially if there new cause they won't have a wear pattern on the inside where the seal use to ride
BTY people drive around with full coilovers which can be ALOT stiffer with no problems
