They are made from really hard rubber, and terrible in high water at speed. They only seem to stick on "toothy" surfaces, and here is the link:

BTW, I removed them as fast as I could. Their performance on smooth concrete and new pavement was scary. Add in the never ending squealing and you have an eco-tire that is great for high gas mileage, but not much else. Even a rock hard tire will stick well and show good G numbers on sand paper.
