Which is the better quality brand . . .
Both are companies that make high quality tires. In fact, all of the major rubber companies make quality automobile tires.
Don't choose the brand, per se, choose the individual tire model. Look at the various specifications and decide which model will fulfill your needs best.

if you haven't been to tire rack.com check it out. you can see what tire rack's testers have to say about tires/brands and how tire rack rates a specific tire. you can also read comments from customers who spent real money for both tires. its not perfect but its better than no info at all.

Pretty much any tire will outperform the stock tires...
I cannot say that I've heard of either tire you mention on a second generation CL.
Do they have proper load and speed ratings for the car?
Once again I wouldn't focus on the either brand name -- both Toyo and Yokohama make excellent tires. What is important to you? I'm assuming the tread compounds, tire structure, and tread design are different -- so there will be a difference in handling, longevity, '4th' season ability (snow/slush/mud/muck), noise, etc. If it's really a toss up, then go for the cheaper one.
In the all season category people here have used and commented on Toyo Proxes 4 or FZ4, Dunlop SP5000, Continental ContiExtremeContact, Sumitomo HTR+ (I have these and like them), Michelin Pilot A/S (probably the best rated M+S tire for this car), Pirelli PZeroNero M+S, and a smattering of others that I cannot think of off hand.
