Well, I just scratched up one of my stock CL rims and was wondering if it can be buffed/polished out?

Yep, find a local wheel repair shop and it should be able to be refinished. Just be prepared for the wheel to be a slightly different color than the other 3 wheels. It will look brand new and your other 3 rims won't.
