window doesn't roll back up (01 CL)

I've never seen what you're describing happen on the CL - but I've seen it on the civics before. If you verify that the fuse is good, and you can hear the motor trying to roll up. Pop the door panel off and you'll probably see a bolt at the base of the left and the base of the right of the window - on Hondas this is where the tracks normally bolt to the bottom of the door. If it's off track, normally it'll make an audible clang clang on door open and close.
I've had luck pulling the bolt off the interiormost track, pulling the window back on track, and bolting it back in.
I changed the power lockregulator on the wife's 99 TL Passenger frontside. It wasn't too hard to change out, and it looked like the power window motor wasn't to bad to do either.

If you take your time and take the door panel off, you'll have enough room on the inside of the glass at the top of the window to kind of walk it up the track with your hand while pushing the roll-up button. This should at least get the window up - then you can probably peek and listen around while operating the window to see what is failing.
Theres a screw in the center of the door panel, a screw behind the door handle, and you have to pop the tweeter out (the whole wedge literally pops right out) and disconnect the plug. Careful with the connector to the light bulbs (twists) and window / lock controls. After you've popped the screws and tweeters, if you get your fingers behind the door panel at the bottom - it literally does pop right off.
