Recliner issue

My motor for the recliner is turning but I have tried to move the gear connected to the seat but it won't budge should I do something else or try harder

i fixed my passenger seat today. soak the gears in wd40 for an hour then as someone is pushing the recline, take a long flat screwdriver and a hammer and give it a few wacks in the same direction.
