grabby brakes

my bakes when applied are very grabby (its the only way i can describer it) and the faster I am going the morer grabby they are, it's a kind of a shutter/vibration feel thing when trying to stop, Before I go out and buy a bunch of parts, is it a warped rotor or bad pads?

Look for contamination on the pads. Warped front rotors will cause a pedal vibration, which typically increases with speed.

Are there any signs of a seized caliper, such as pulling or uneven pad wear?
