Caliper Bracket Bolt = Stuck

Went to install my new rotors and pads today. All was going well on the first wheel when I hit the caliper bracket bolts. I couldn't budge either one. I actually broke my wrench pulling on it so hard (cheap wrench). Any ideas?

I tried some WD-40. I don't have a torch.
