03 Cl won't start - Fuel delivery issue?

My sons 03 CLp won't start. It cranks fine but sputtered and then just kept cranking. I let it sit a couple of hours and tried again but same thing. I disconnected the battery and reconnected it. No luck.

It must be a fuel delivery issue. Any suggestions?

Main relay in under the dash on the drivers side.almost right behind the hood popper, mine hangs down since the previous owner replaced it but that's where they are originally on civics and integra's
