I think is good to be banned.
It can cause serious problem for the opposing driver - who knows, it could lead to fatal car accidents.
Regular halogen lightbulbs are enough to light up the street. HID does give better light output at the expense of blinding the opposing driver. Drivers these days get HID mostly for show-offs.

but those who had made them before hand don't have to get a patent from what I understand.
Also, it's not a patent conflict, it's a law. Stock HID's are fine because most have auto leveling systems so that the driver isn't blinded.

It's already past the date. August 15th the federal law went into effect, outlawing the sale of aftermarket HID kits. Suppliers can't offer them for sale to anyone, even if they are intended "for offroad use only." And since this is a federal law it applies to all 50 states.
Anyone caught selling a kit gets a hefty $$$$$$$$$ fine from the DOT. It'll be tough to find any dealer willing to risk the fine to get some business.
Note that the law only applies to aftermarket kits. It does not apply to OEM HID headlamps.

I bought my aftermarket HID kit after Aug 15th. I even asked if it was legal to sell them, and was assured that it was, but who knows, maybe they're trying to get rid of them. So since only "stock" HID's will be allowed, does that mean you can go to the BMW dealership, buy HID's, and put them in your Acura?

Well the sale of HID's may be illegal, but the enforcement date has not even been set yet I believe. ie. click me
The date that a law goes into effect is a lot different then the date that Law Enforcement agency's will start handing out fines.
ie. Original smoking laws banned public smoking (restaurants and stuff) in florida in late 2001. The law was not enforced until may-august 2003.
Of course you can always go to a dealer and get an OEM hid kit whenever you want and fit those into your headlamps. It will not be illegal to sell those EVER. The only thing illegal is putting HID's in a car not originally equipped with them, like a 84 hatcback civic. But then again that has always been illegal.

I got my HID aux lights back in April...the hell if I"mma take em off they look too good...and if they're properly aimed they bother oncoming traffic less than halogens (since thier reflection pattern is tighter)
Mine came with a panthlet I'm to keep in my car that shows thier legality, in case some ignorant Pig trys to harrass me

i think the reason why they may be banning them is dumbasses that have halogen lights with housings meant for halogens are mouting their hid conversion kits into those housings and what happens is that the reflector that sits behind the bulb reflects the light in such a way that it blind the other drivers because it isn't as focused as ours are.
the reflector in our car is a tighter beam because of the way the housing is built since they were made knowing we have HID's installed.
i've noticed this on every car that i've seen that has upgraded their lights form halogen to HID
anyone else notice this or is it just me? i'm just wondering.
