It was any % or rear windows and rear windshield. And it was no front tint period, unless you have medical papers.

NO TINT ON THE FRONT DRIVER/PASSENGER WINDOWS PERIOD! I lived there for 23 years and got more fix-it tickets than you can count. Don't let anyone tell you different. You can tint the rear passenger windows and the rear window as dark as you like provided you have outside rear mirrors on both sides (It used to be an option for passenger side). Even medical papers are hard to get through.

Just paid a ticket for illegal front window tint after having a cop examine my car to make sure that no front window tint was present. Then he showed me written documentation of the California tint law. In a nutshell:
1) California allows tint on the front windows AS LONG AS they allow 85+% of visible light to pass thru (an example of this is UV-tint made by Formula One Tint Company)
2) NO FRONT WINDOW TINT ALLOWED IF <85% light passes thru UNLESS you have a written statement/document from a physician or optometrist stating the reason(s) why you require such tint on your vehicle (an example would be an elderly individual prone to skin reactions when exposed to direct sunlight, or a patient with retinal sensitivity to bright white light, etc.)
3) FRONT WINDSHIELD tint IS allowed in any shade from the top of windshield up to the "AS-1" line
4) REAR WINDOWS can be tinted ANY shade
