Vtec question??????

Okay, today i decided to check my actuator if it's working right. The car had been sitting in the garage for 2hrs after running some errands and taking my final at school. So i start the engine, and wait for 5 minutes to circulate the oil in the engine, and then i gave a quick throttle 4000 rpm i can hear the actuator click, then i tried it again it cliked. So i said yea it works , and then i decided to give it more gas just to hear the sweet engine, and in my surprise my tach needle wont go pass 5000 rpm. I know that's the vtec territory rpm. Now my question is does our engine had a vtec safety mode? It's like the engine will chocked just in 5000 rpm, and i know our rev limiter is around 6000+ rpm....
