i ended up just spraying the tensioner with silicone lubricant. the noise went away almost all together. it would still do it randomly at times, but since the weather is back in the 90's it has not made a sound.
imo the power steering pump sits in a poor location relative to the rest of the belts. its sits right above and in the middle of everything. if you have any kind of leak, it will drip power steering fluid all over your belts/pulleys and they will spray the fluid all over the engine bay.

My tensioner was making a wurring sound and I replaced it with a new one Friday. The old tensioner was hard to turn and did not spin freely like the new one. The tensioner had 92,000 on it. I am goign to spray white lithium grease on the new one anyway.
