surge when braking ...downshifting?

sometimes, when i brake, the brakes suddenly become more powerful....like a surge. is there something wrong with the pads/rotors? although last night, i saw the tach move up a bit while breaking and thought the car could be downshifting. that downshifting could be causing this surge feeling. anyone else experience this?

I think our cars use "grade logic" so maybe the thing senses going uphill/downhill and adjusts the gearing accordingly so you don't have to use the brakes as much going down, and it won't gear hunt going uphill.

The feeling you get when you brake is definitely the car downshifting.
