Stupid question - are those two "drain strips" on our roof made of rubber?

Stupid question - are those two "drain strips" on our roof made of rubber?
I had to get my hood and roof repainted by the dealer a week after I bought it because it had crap IN the paint, and I think they painted over the rubber strips - if they WERE rubber before! I can't see why they're rubber to begin with - but is this a bad thing? Like I said - I can't see why it would be bad...
BUT on the other hand, when they wet-sanded the paint after it dried, they gave me swirl marks like you wouldn't believe. The guy doing it must have used freaking diamond sandpaper or something!
3M swirl mark remover did the trick on them...

Good question!!!!
I got my tree-sap stain on one of those strips and it was a three day work-out with calls to Sal Zaino to get the stain out. It was only then that I noticed that the strips were made of rubber (I noticed once I used some 3M polishing compound on the spot with alcohol -- what a pain...)
I've asked a few people and everyone has had a guess, but I haven't gotten a, "I know for sure".
Guess 1: -- Gee, it looks almost like they were thinking about some kind of roof mount.
Guess 2: -- Perhaps they wanted to allow for expansion
(There are others that I got, but I'll spare you)
